Chief Innovation Officer

Leigh serves as Chief Innovation Officer for Anser Advisory. At Markon, he leads the Solutions Division, focusing on Markon's core competencies that encompass quality, innovation, Markon University, and intellectual property development.

During the majority of his 24-year consulting experience, Leigh was embedded with key government agencies providing expertise in strategic planning, mission analysis and implementation, requirements programming, program management, design and construction management, business operations, and advisory services. Leigh has supported some of the largest campus programs in the DC metropolitan area including the Intelligence Community Campus in Bethesda, $5.5 billion Pentagon Renovation Program, and $4 billion Department of Homeland Security Headquarters Campus Program.

He received a bachelor’s degree from the University of Delaware majoring in both government and history and graduated from American University’s Washington National Semester Program with a focus on national and foreign policy. Leigh holds the Project Management Professional (PMP)® credential, is a Certified Manager of Quality with a focus in Organization Excellence (CMQ-OE) from the American Society of Quality, and is a LEED Accredited Professional certified by the United States Green Building Council (USGBC).
